It would be too much of a clusterfuck to give you all 12 weapons and it would be too confusing to switch them fast during combat.
Plus they already assigned keys 1-7 for vigors.

and if so, wich ones?
(like what about Halo or crysis, is a limit good for those kinda shooters?)
or shoud all shooters have unlimited weapons like Serious Sam style? |
